It’s finally June, and at its first meeting of the month, the Monrovia City Council addressed a wide range of issues, from housing affordability to water system reliability, while also approving key community improvements and partnerships.

The council introduced a new ordinance requiring affordable housing units in private developments, endorsed citywide mental health response initiatives, and reviewed ongoing preparations related to the 2028 Olympics.
Affordable Housing Ordinance Introduced
In response to the rising cost of living and the ongoing shortage of affordable housing, the Council introduced a new ordinance that would amend the city’s zoning code to require new developments to include a percentage of affordable housing units. Known as “inclusionary housing,” the policy aims to increase housing options for lower-income residents. The ordinance is scheduled for further readings at upcoming meetings.
SGV CARE Program Renewed
Councilmembers approved an agreement to continue participating in the San Gabriel Valley Crisis Assistance Response & Engagement (SGV CARE) Program through 2028. This mental health and crisis response initiative deploys non-police teams to handle behavioral health emergencies and help de-escalate emotional situations.
GoMonrovia ADA Program Secured Through 2028
The Council approved a $2.7 million contract with Pro Park, LLC (dba Empire Transportation) to continue providing ADA-compliant ride services as part of the GoMonrovia program. The agreement includes two optional one-year extensions and ensures that the city’s most vulnerable residents can continue to access essential destinations.
Public Safety and Infrastructure Upgrades
The Council authorized a $68,450 emergency upgrade to the May Booster Pump Station, a critical component of the city’s water infrastructure. A budget amendment of $65,295 was also approved to support the project.
In a separate infrastructure move, the city approved the installation of all-way stop signs at South Mayflower & West Lime and South Alta Vista & West Palm, aimed at reducing traffic accidents in those areas.
Proclamations Emphasize Inclusion and Health
The Council declared:
- June as LGBTQ+ Pride Month
- June 9–15 as Men’s Health Week
- June 14 as Race Unity Day, featuring remarks from Barbara Gholar of the Baha’i community
2028 Olympics Planning Continues
The Council appointed representatives to the San Gabriel Valley Council of Governments 2028 Olympic & Paralympic Games Committee. This regional group will coordinate how local cities like Monrovia can support, and benefit from, the global event coming to Los Angeles.
Other Business
- The Council extended leases and partnerships with local nonprofits, including the Boys & Girls Club, the Volunteer Center of San Gabriel Valley, and Options for Learning preschool programs.
- A contract with West Coast Arborists was approved for $412,563 per year through 2027 to manage city trees and perform brush clearance services.
