Monrovia’s City Council convened for a largely routine meeting, moving through proclamations, standard approvals, and a pay adjustment for elected officials tied to recent state law changes.

The evening began with the council designating March as both “Red Cross Month” and “Women’s History Month.” The session then shifted to the consent calendar and staff reports. Among the routine actions, the council approved minutes from previous meetings, described in the agenda as a standard confirmation of official council actions.
A notable approval was a professional services agreement with Shield Telehealth and Medical Services, providing on-call medical support for the Monrovia Police Department through March 2027. The service allows officers to obtain medical clearance for inmates and detainees remotely, rather than sending them to hospital emergency rooms. Officials say this improves efficiency and reduces officer downtime, while remaining legal and accurate. The department began a trial with Shield in January 2026.
Under Consent Calendar Item 4, the council approved an agreement to provide supplemental law enforcement dispatch services to the City of La Verne through Dec. 31, 2026. Monrovia’s dispatch center will support La Verne in emergency communications, strengthening regional public safety partnerships. The council also approved a contract with Forensic Nurse Specialists, Inc., through March 15, 2027, to provide forensic services for police investigations.
The meeting’s sole administrative report involved the second reading of an ordinance and adoption of a resolution to increase monthly compensation for council members, and to match pay for the elected city clerk and treasurer. The stipend will rise from $1,275 to $1,359, tied to CPI-based adjustments. The change is estimated to cost about $7,056 per year and will take effect at the start of the next council term.
