The City of South Pasadena has been working with the City’s franchise waste hauler, Athens Services, to update the current service agreement to include organics collection services required by Senate Bill 1383.

SB 1383 is overseen by CalRecycle, while the implementation is managed by individual jurisdictions. Athens Services has provided several options for updating their service levels for the City of South Pasadena, and an Agreement was shared with City Council at their May 17, 2023, Meeting.
City staff and Athens Services are hosting a Community Meeting to discuss the changes to the City’s refuse services, to answer questions, and to solicit feedback. The Community Meeting will be held on Thursday, July 20, 2023 from 6:00 pm to 7:30 pm at the South Pasadena Library Community Room located at 1115 El Centro Street. All are welcome to attend the meeting including all residential, multifamily, and business customers.
In 2016, the State of California passed Senate Bill (SB) 1383, which aims to reduce methane and other greenhouse gas (GHG) emissions statewide. The bill establishes two targets by 2025:
- A 75% reduction of statewide organics waste disposal from 2014 levels.
- A 20% or greater recovery (for human consumption) of edible food currently disposed of in California.
