Concerns about the use of Measure R sales tax funds were raised during a Town Hall presentation held at the Alhambra Masonic Temple on February 5, 2026.

Dr. Ron Sahu, an Alhambra resident and board member of Grassroots Alhambra, questioned how city leadership has managed Measure R dollars that were earmarked for a series of traffic improvement projects related to the 710 corridor.
During his presentation, Sahu stated that by failing to implement any of the Measure R–funded transportation projects to date, based on bad advice from its consultants, the City has lost $100 million in purchasing power from its original $241 million allocation. “Those lost $100 million are never coming back,” Sahu said.
According to Sahu, the expenditures have produced no tangible improvements, aside from payments to what he described as high-priced consultants who provided poor advice. Using documents and research based on the city’s own records, he argued that the remaining Measure R funds are not sufficient to complete key projects that could have benefited Alhambra.
The presentation characterized the situation as a broader failure of city leadership and governance, leaving the city with limited and unfavorable options moving forward. Attendees at the Town Hall engaged actively, raising a number of questions in response to the presentation.
