      The Pasadena City Council is accepting applications to fill an unscheduled vacancy for one At-Large Member seat on the Pasadena Rental Housing Board (PRHB) following the resignation of Arnold Siegel. The position is paid and the selected applicant will serve the remainder of the term, which runs through May 24, 2027.

      The PRHB was established under Section 1811 of the Pasadena City Charter and is responsible for enforcing Article XVIII, the Pasadena Fair and Equitable Housing Charter Amendment. The board consists of eleven members, including seven Tenant Members, four At-Large Members, and two alternates—one Tenant Alternate and one At-Large Alternate.

      Under City Charter Section 1811(a), At-Large Members are appointed by the City Council and may reside in any Pasadena Council District. They are not required to be tenants and may or may not have a material interest in rental property. However, while the City Charter allows At-Large Members to own rental property, California conflict-of-interest regulations impose additional requirements. Individuals with a prescribed financial interest in four or more rental units within the City of Pasadena may be restricted from fully participating in all matters before the PRHB. Applicants who may be affected by these regulations are encouraged to consult legal counsel prior to applying.

      The responsibilities of the PRHB include adopting rules and regulations to implement Article XVIII of the City Charter, establishing allowable rent increases and the Annual General Adjustment, appointing hearing officers, conducting hearings on rent adjustment petitions, establishing the board’s budget, pursuing civil remedies for violations, holding public hearings, setting penalties for violations, and establishing and maintaining Pasadena’s rental housing registry.

      Pasadena residents interested in serving on the PRHB are encouraged to apply. To be considered, applicants must submit a completed application to the Office of the City Clerk, circulate a nomination petition with at least 25 qualified signatures from residents in the same Pasadena Council District, and submit a declaration of financial interests for themselves and their extended family members, which will become a public record.

      The application period is now open and will close on Thursday, March 5, 2026, at 5:00 pm. Application forms are available through the City of Pasadena Office of the City Clerk, located at 100 North Garfield Avenue, Room S228, Pasadena, CA 91101.       . Forms may be obtained during regular business hours, Monday through Friday from 7:30 a.m. to 5:30 p.m.

      This is a paid position with compensation for up to 20 hours per week at an hourly rate equal to 2.5 times Pasadena’s minimum wage. Attendance at board meetings is mandatory in order to qualify for payment.
