      The Pasadena City Council is accepting applications to fill two unscheduled vacancies on the Pasadena Rental Housing Board (PRHB) following the resignations of Tenant Members Dianne Romero Chavez and Barbara Pitts, who represented City Council Districts 2 and 4.

      The PRHB, established under Section 1811 of the Pasadena City Charter, is responsible for enforcing Article XVIII, also known as the Pasadena Fair and Equitable Housing Charter Amendment. The board consists of 11 members: seven Tenant Members, four At-Large Members, and two alternates.

      Newly appointed Tenant Members for Districts 2 and 4 will serve the remainder of the current terms, which conclude on May 24, 2027.

      Eligibility Requirements for Tenant Members

      Under City Charter Section 1811(k), applicants must be tenants and reside in the district they seek to represent. Additionally, neither applicants nor their extended family members may have owned, managed, or held a 5 percent or greater ownership interest in rental property in Los Angeles County within the past three years.

      Board Responsibilities

      The PRHB oversees a wide range of housing-related duties, including:

      • Adopting rules and regulations to implement Article XVIII
      • Setting allowable rent increases and determining the Annual General Adjustment
      • Appointing hearing officers and conducting rent adjustment hearings
      • Establishing the board’s annual budget
      • Pursuing civil remedies for violations of Article XVIII
      • Holding public hearings
      • Establishing penalties for noncompliance
      • Maintaining Pasadena’s rental registry

      How to Apply

      Pasadena residents interested in serving must:

      • Submit a completed application to the Office of the City Clerk
      • Collect at least 25 signatures from residents within their City Council district
      • Provide a declaration of financial interests for themselves and their extended family members; this information will become part of the public record

      The application period will remain open until both vacancies are filled. Application forms are available at the Office of the City Clerk, 100 North Garfield Avenue, Room S228, Pasadena, CA 91101.
