        Pasadena Rental Housing Board Approves 2.25% Rent Increase for 2025-2026 Cycle

      The Pasadena Rental Housing Board (PRHB) has voted to approve the Annual General Adjustment (AGA) for the upcoming rent increase cycle, setting a cap of 2.25% for rent-stabilized units. The decision, made at the Board’s August 7, 2025 meeting, applies to rent-stabilized properties under Pasadena’s Charter Article XVIII (Charter) for the period between October 1, 2025, and September 30, 2026.

      The AGA is determined by a formula based on the Consumer Price Index (CPI) for the Los Angeles–Riverside–Orange County region. The CPI for the period ending in March 2025 was recorded at 3.0%. According to the Charter, the AGA is calculated as 75% of this CPI figure, resulting in the 2.25% increase.

      What Does This Mean for Renters and Landlords?

      • Effective Date: The new rent increase cap takes effect on October 1, 2025.
      • Who it Applies To: The adjustment affects existing tenancies in rent-stabilized units as defined under Pasadena’s Charter.
      • Amount of Increase: Landlords may increase rent by up to 2.25% for the 2025-2026 cycle.
      • Frequency: Landlords can only implement a rent increase once in any 12-month period.
      • Upward Adjustments: Landlords seeking a rent increase higher than 2.25% will need to file a petition under Charter §1807(b) for an upward adjustment.

      Under the provisions of the Charter, the Rent Stabilization Department is available to assist both landlords and tenants in understanding how the AGA works, identifying whether a unit qualifies as rent-stabilized, and navigating the process for filing upward adjustment petitions when necessary.

      Key Dates for the 2025-2026 Rent Increase Cycle:

      • Effective Date: October 1, 2025
      • Adjustment Period: October 1, 2025 – September 30, 2026
