Following the departure of Pasadena Water and Power (PWP) General Manager Sidney Jackson, the City of Pasadena continues its search for a new director to oversee its essential utility services.

In February 2024, City Manager Miguel Márquez appointed Assistant City Manager David Reyes as Acting General Manager of PWP to fill the leadership gap on an interim basis.
In April 2024, the City Manager’s office initiated a recruitment effort for the PWP General Manager position. This process included candidate screenings, a community meeting, and two rounds of interviews, with the goal of selecting a permanent leader. However, in a surprising turn, no candidate was chosen during the process. When contacted, the City Manager’s office did not provide a clear explanation for the lack of a decision.
Fast forward to February 11, 2025, when the City Manager’s office issued another press release anouncing the restart of the recruitment process for the General Manager of PWP. “Engaging with our community is vital to ensuring we select the right leader for Pasadena Water & Power. I encourage all community members and stakeholders to participate in the upcoming forum and provide their insights on the qualities and expertise they believe are essential for our next General Manager,” said Miguel Márquez, City Manager.
Community Forum
As part of the recruitment effort, the City is seeking additional “community input” to ensure the next General Manager aligns with the needs and expectations of Pasadena residents.
A virtual community forum will be held on Zoom on Wednesday, February 26, 2025, at 6:00 pm. Pasadena residents are also invited to share their feedback through an online survey (available here), which will remain open until March 4, 2025.
The recruitment process for the new General Manager began in late January 2025, with screenings and interviews scheduled for March.
