The South Pasadena City Council met on Wednesday, June 4, to discuss an array of topics, including the approval of a new Permanent Local Housing Allocation Program.

The council also announced the winners of this year’s Fourth of July Poster Contest, highlighting the creative efforts of local elementary school students.
Permanent Local Housing Allocation Program
The South Pasadena City Council approved participation in the Permanent Local Housing Allocation Program (PLHA), administered by the Los Angeles County Development Authority (LACDA).
Through this program, South Pasadena will have access to $53,352 in PLHA funds, which will be allocated as follows:
- $46,000 for a pilot rental assistance program, offering a subsidy of up to 40% of monthly rent for a maximum of six months.
- $7,352 for case management, covering program eligibility screenings and referrals to supportive services..
To qualify for the pilot program, participants must be South Pasadena renters earning up to 120% of the Area Median Income, $127,000 for a four-person household, $102,300 for a two-person household, and $89,000 for a single-person household. Applicants must also provide proof of financial hardship and income documentation.
It is estimated that 7 to 10 households will receive rental assistance through this program. Further details will be announced at a later date.
Fourth of July Poster Contest
At Wednesday’s meeting, the winners of the 2025 Fourth of July Poster Contest were announced. Community Services Deputy Director Melissa Snyder revealed the three winners and showcased their designs.
The contest, a collaboration between the South Pasadena Community Services Department and the South Pasadena Arts Council, invited all 5th-grade students across citywide elementary schools to submit original artwork inspired by this year’s theme: “Unity and Community: One Nation, One Neighborhood.”
In total, 102 entries were received. From those, seven finalists were selected. After deliberation, the Community Services Department and the City Arts Council named three winners: first, second, and third place. Each winner received tickets for their families to attend this year’s South Pasadena Fourth of July Firework Show and will also ride in the city’s holiday parade.
