The Jefferson Park Stormwater Capture Project, launched by the City of Pasadena’s Public Works Department, is gearing up for the next phase: community outreach and engagement.

While the initiative was officially announced in December 2025, 2026 marks the beginning of a series of events and activities designed to gather community input and shape the project’s vision.
In 2025, the City secured a $191,180 Public Education and Community Engagement grant from Los Angeles County’s Safe, Clean Water (SCWP) Program, which will fund a robust outreach and engagement plan to accompany the Feasibility Study. The grant was awarded through the voter-approved SCWP Program and emphasizes the City’s commitment to involving residents in shaping the project’s design and vision.
“The Jefferson Park Stormwater Capture Project presents a high-priority opportunity for enhancing stormwater management in the region,” said a City representative. “This project will explore new solutions for managing runoff while integrating meaningful park improvements that reflect community interests.”
Focus Areas of the Feasibility Study
The Feasibility Study will evaluate both underground stormwater capture infrastructure and possible above-ground park enhancements. Key goals include improving stormwater runoff management, addressing water quality compliance, and creating additional park features that meet both environmental and community needs.
Potential park enhancements could include:
- Urban greening initiatives, such as expanding the tree canopy
- New recreational spaces, including baseball fields and play structures
- Outdoor classrooms and pathways for educational and recreational purposes
- Additional features that align with community priorities and environmental goals
Community Engagement Efforts
To ensure the project reflects the diverse needs of local residents, the City will host a range of bi-lingual community outreach events beginning in early 2026. These include pop-up activities at the park, community surveys, interested parties’ meetings, and partnerships with local organizations. Through these efforts, the City hopes to gather broad input from the community to shape the final design and implementation plan.
