Pasadena has been awarded a $191,180 grant from Los Angeles County’s Safe, Clean Water Program (SCWP) to support public outreach and community engagement for the proposed Jefferson Park Stormwater Capture Project, a Fiscal Year 2026 Capital Improvement Project.

The funding was applied for on January 31, 2025, by Director of Public Works Greg de Vinck and the Public Works team, and officially approved in June. It will be used to develop a comprehensive outreach and project visioning plan to accompany an already funded Feasibility Study.
Identified as a high priority in the City’s Storm Drain Master Plan, the Jefferson Park project aims to improve local water quality while delivering a range of community benefits. These include expanded green space, enhanced recreational access, multi-use trails, outdoor learning areas, community gardens, increased tree canopy, and broader urban greening efforts.
The Feasibility Study will evaluate both underground stormwater infrastructure and above-ground park improvements. Complementing this effort, the SCWP grant will fund an outreach campaign focused on education, accessibility, and inclusive community involvement.
Planned outreach activities include multilingual public meetings, stakeholder workshops, school partnerships, community surveys, and pop-up events—designed to gather input from a wide range of local voices.
“This funding is critical to ensuring the Jefferson Park project is not just environmentally effective, but also reflective of community priorities,” said Greg de Vinck. “Our goal is to engage residents throughout the planning process and shape a project that delivers real, lasting benefits to Jefferson Park.”
