Pasadena renters and landlords now have a new resource for resolving disputes—free mediation services—thanks to a new partnership between the city’s Rent Stabilization Department and the Loyola Center for Conflict Resolution (LCCR).

Helen Morales, Director of the Rent Stabilization Department, announced the initiative, emphasizing its goal of fostering housing stability through open, cooperative dialogue. The program aims to address common issues such as rent repayment plans, noise complaints, and maintenance concerns—without resorting to costly legal battles.
To help bring this vision to life, the department has teamed up with LCCR, a Los Angeles-based organization with over three decades of experience in community mediation. Led by seasoned mediators Sara Campos and Stephanie Schestag, LCCR was honored at a 2022 White House ceremony for its ongoing work promoting housing stability and conflict resolution.
Mediation sessions are voluntary, confidential, and designed to help both parties listen, understand, and agree on workable solutions. For example, a tenant and landlord might use the service to create a payment plan after a financial hardship or settle a disagreement about repair responsibilities.
Pasadena residents interested in mediation can contact the Rent Stabilization Department directly. Housing counselors are available to answer questions and help determine eligibility.
