The City of Pasadena has received approval from the U.S. Department of Housing and Urban Development (HUD) for an amendment to its HOME-American Rescue Plan (HOME-ARP) Allocation Plan. This approval unlocks approximately $1.4 million in federal funds to implement a new Tenant-Based Rental Assistance–Eviction Prevention (TBRA-EP) program.

Announced by James Wong, Director of Housing, the TBRA-EP initiative aims to assist up to 15 households at imminent risk of losing their homes. The program focuses on two vulnerable groups: participants in the Emergency Housing Voucher (EHV) program who face housing instability due to HUD’s planned termination of EHV funding in 2026, and Pasadena renters who have received an eviction notice within the past 21 days.
To be eligible, households must earn no more than 50% of the area median income (AMI), with priority given to those earning 30% AMI or less. For example, a single-person household must earn $53,000 or less to qualify, with preference for those earning $31,850 or less.
Pre-applications will be evaluated using a point-based system that prioritizes:
- Current EHV program participants (7 points)
- Households earning less than 30% AMI (5 points)
- Seniors or disabled heads of household (3 points)
- Residents of Pasadena CDBG Census Tracts (3 points)
- Households with four or more members (2 points)
The Housing Department will begin accepting pre-applications on November 3, 2025. Forms can be downloaded from the city’s website or picked up at local community centers and public libraries. Completed applications must be submitted via email to TBRA-EP@cityofpasadena.net by 5:00 pm on November 24, 2025, or mailed with a postmark no later than that date.
