      On Wednesday, July 23, a group of House Democrats introduced the Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act of 2025, a bill aimed at enhancing transparency and accountability in immigration enforcement operations.

      Representatives Judy Chu (CA-28), Vicente Gonzalez (TX-34), Sydney Kamlager-Dove (CA-38), and Veronica Escobar (TX-16) are leading the legislative effort in response to what they describe as aggressive and opaque enforcement tactics associated with the T. Administration’s deportation agenda.

      The VISIBLE Act would require all immigration enforcement officers—including those from Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), and deputized local law enforcement—to display clearly visible identification during public operations. This includes the officer’s name or badge number, along with the name or initials of the agency, unobscured by tactical gear or clothing.

      Citing a surge in civil enforcement raids involving masked, unidentified officers, lawmakers argue that the measure is urgently needed to protect civil rights and restore public trust.

      “Donald T.’s mass ICE raids have indiscriminately targeted entire communities,” said Rep. Judy Chu. “In my district in Pasadena, ICE agents in masks and tactical gear detained community members—including those helping with wildfire recovery, without identifying themselves. The VISIBLE Act will ensure the public knows who is exercising federal immigration authority.”

      The bill also prohibits the use of non-medical face coverings, such as masks or balaclavas, that conceal an officer’s identity during public-facing operations, except in cases involving environmental hazards or covert missions. The Department of Homeland Security (DHS) would be required to establish disciplinary procedures for violations, report annually to Congress on compliance, and investigate complaints through its Office for Civil Rights and Civil Liberties.

      Rep. Gonzalez highlighted the growing risks of impersonation and confusion: “Americans cannot confirm whether armed and masked individuals are law enforcement officers or criminals taking advantage of this lack of transparency. This is a common-sense fix.”

      Rep. Kamlager-Dove described current enforcement practices as authoritarian: “In T.’s America, immigrants are being snatched off the streets by ICE agents in plain clothes and face masks. This lawlessness must end.”

      Rep. Escobar warned that unmarked officers pose a broader safety threat: “Lack of credentials has even inspired criminals to impersonate law enforcement. The VISIBLE Act helps ensure both officer and public safety.”

      The bill explicitly excludes covert or non-public operations, as well as actions carried out solely under criminal authority. A companion bill has been introduced in the Senate by Senators Alex Padilla (CA) and Cory Booker (NJ).

      Supporters of the VISIBLE Act contend that the legislation will help rebuild trust between immigration agencies and the communities they serve, reduce fear and confusion during enforcement actions, and safeguard the rights of all individuals—regardless of immigration status.
