The City of South Pasadena announced the appointment of John Downs as the new Finance Director.

John Downs brings wealth of expertise and experience with 27 years of experience in the private sector and local government finance. He was brought on board by the City of South Pasadena earlier this year as the Interim Finance Director, and has worked closely with staff and the City Council in various deliverables and process improvements of the Finance Department, including a department organizational assessment, deliverance of timely annual audit, mid-year budget report as well as the adoption of the Fiscal Year 2023-2024 Annual Budget.
As Finance Director, Downs will be responsible for overseeing the City’s financial operations, budget planning, and fiscal reporting. His expertise will play a pivotal role in ensuring the responsible allocation of resources, enhancing financial efficiency, and promoting transparency. Mr. Downs’ message to the community is “My leadership mantra is communication, commitment, and positivity. I look forward to working with City leadership and my team in the Finance Department to meet and exceed goals and accomplishments.” Please join us in extending a warm welcome to John Downs as he assumes his new role as Finance Director for the City of South Pasadena.
Most recently, John Downs served with the City of Salinas and Lawndale, where he successfully implemented internal controls, annual budgets and audits, and made presentations to explain local government finance as a whole to communities and City Management in creating transparent processes. Downs is a Certified Public Accountant (CPA) with the State of California, and he holds a bachelor’s degree in Accounting from Loyola Marymount University.
