The Pasadena Unified School District (PUSD) announced late Wednesday, May 7, that it has rescinded layoff notices for 40 of 66 certificated employees, preserving the jobs of valued teachers and other credentialed staff despite ongoing fiscal challenges.

“This was a difficult and complex process that we had to follow because of state law and collective bargaining agreements with our unions. We’re pleased to be able to keep so many of our valued educators,” said Superintendent Dr. Elizabeth Blanco.. “That said, we’re not out of the woods yet when it comes to our long-term financial outlook.”
The process of determining which layoff notices could be rescinded was guided by state law and the requirements of collective bargaining agreements with PUSD’s labor partners.
While the district is still eliminating 91 certificated full-time positions for the 2025–26 school year to address a $37 million multi-year budget deficit, it has managed to retain many talented educators through a combination of retirements, attrition, and strategic reassignments. These include new roles that support students’ academic and social-emotional needs under the Multi-Tiered Systems of Support framework.
Certificated positions include classroom teachers, counselors, and psychologists—roles that require a state-issued credential. A rescission means an employee retains a position within the district, though not necessarily at the same grade level or school site.
At this time, the district has not been able to recall any classified employees, although this may change in the coming weeks.
Looking beyond the 2025–26 school year, PUSD anticipates further budget reductions will be necessary to ensure long-term financial stability. The district will continue to engage staff, families, and community partners in navigating these ongoing challenges.
“We remain committed to our mission and employees,” said Dr. Blanco. “ Together, we will continue the work of restoring, rebuilding, and rising.”
