The Pasadena Rent Stabilization Department is inviting tenants and landlords to a comprehensive workshop aimed at demystifying local rent control regulations, including rollback requirements and allowable rent increases under Charter Article XVIII.

The event is scheduled for Tuesday, May 13, 2025, at 6:00 pm and will be held in person at the Rent Stabilization office building, 199 South Los Robles Avenue, Conference Room (first floor). For added convenience, participants may also attend virtually via Zoom by visiting this link.
The session will focus on several critical topics:
- Establishing the Base Rent
Understanding how base rent was initially calculated for rent-controlled units. - Rent Rollback Requirements
Identifying when a rollback is necessary and how to determine eligibility. - Annual Rent Adjustments
Guidelines for landlords on implementing permissible annual rent increases. - Downward Adjustment Petitions
Instructions for tenants on how to petition for rent reductions due to unlawful increases. - Compliance Requirements
A review of landlord obligations and tenant protections under Pasadena’s rent laws.
Department staff will be on hand to answer questions and distribute informational materials to help both renters and property owners stay informed and compliant.
This workshop presents a valuable opportunity for the Pasadena community to better understand rent-setting procedures and uphold the city’s Rent Stabilization Charter Article.
