Dr. Parveen Kaur, Acting Health Officer of Pasadena, issued a Health Officer Order to ensure the safe removal and disposal of fire debris to protect public health after the Eaton Fire.

The order requires fire debris removal to follow local, state, and federal regulations to prevent health risks from hazardous materials like lead, asbestos, and arsenic found in fire debris. Improper handling can expose workers and the community to toxic substances, causing long-term health and environmental issues.
The process is divided into two phases:
- Phase 1 involves mandatory removal of hazardous waste, and
- Phase 2 focuses on removing remaining debris.
Property owners can join a government program for free debris removal or handle it privately at their own cost, ensuring safety and legal compliance.
The city is seeking state and federal help to speed up recovery. Violations of the order are punishable by fines or imprisonment, and enforcement will be handled by the Pasadena Police and other agencies.
Residents should avoid dangerous fire debris and consider using protective gear (such as such as an N95 or P100) when cleaning their homes. For more details, check the Fire Debris Removal Program website.
Violation of this Order is a misdemeanor punishable by imprisonment, fine, or both; and will be enforced by the City of Pasadena Police Department, City Attorney/City Prosecutor’s Office, and/or any other agency designated by the Pasadena City Manager for enforcement.
