On Oct. 5, 2021, the Los Angeles County Board of Supervisors approved $18.7 million in Multifamily Housing Revenue Bonds for the Salvation Army Pasadena Hope Center to develop and construct a 66-unit apartment complex, further supporting the County’s previous financing of the Hope Center project.

The revenue bonds are in addition to County funding for the project, which includes nearly $4.5 million from the County’s Notice of Funding Availability and $350,000 in Fifth Supervisorial District Homeless Services Center funding.
“By providing housing and supportive services in a centralized location, we can uplift people experiencing homelessness in Pasadena as they get back on their feet and on the pathway to stability and success,” Supervisor Barger said. “I’m grateful to our partners at the Salvation Army for their dedication and thoughtful approach to providing housing, help, and hope.”
The complex will be four stories and 47,200 square feet and will provide 65 studio apartments of permanent supportive housing for single adults experiencing homelessness, plus one two-bedroom manager’s apartment. With support from the Home Depot Foundation, 16 of the units will be reserved for veterans.
“Thanks to this bond, we will be able to offer hope to the most vulnerable in our community by building the Diane & John Mullin Hope Center,” said Pilar Buelna, Divisional Director of Development for the Salvation Army California South Division. “This is much more than a building—it is a way to offer housing to those most in need and help feed working families right here in this community who cannot make ends meet. We will be able to expand our services for those who already depend on us every day for their stability and survival. We want to thank Supervisor Barger for helping us take one more step towards doing the most good here in Pasadena.”
Amenities include a library, courtyard, yoga room, and multiple outdoor decks for residents. Additionally, the apartments will be complemented by a new food bank and office space for service providers to offer onsite supportive services in the 9,000 square-foot Social Services Center on the bottom floor of the four-story building.
The Pasadena Hope Center Apartments will be located at 1000 East Walnut Street. An existing two-story office building currently onsite be demolished to make way for new construction.
A groundbreaking ceremony will take place on Oct. 12 for the community to celebrate the project. Construction is expected to take about 14 months before the center is complete.
