In the past week, City Manager Miguel Marquez has promoted five people to senior positions at City Hall.

Pasadena has three Assistant City Managers now and a Deputy City Manager plus two new Department Directors.
We are not questioning the qualifications of the promoted people. We are questioning whether the City needs so much “upper level” management. The prior mayor had no field representative and the administration functioned with two Assistant City Managers and no Deputy City Manager. Has the price tag for all of these promotions been carefully considered, especially in light of the other financial pressures on the City?
