The Pasadena City Council handled litigation including sexual harassment and state-sanctioned orders.

Closed Session Lawsuits
During its closed session, the Council reviewed Cuellar vs. Pasadena, a pending sexual harassment claim filed by Lieutenant Monica Cuellar.
Cuellar alleges that Pasadena Police Chief Eugene Harris made inappropriate comments about her and her husband, Lt. Keith Gomez. Both Cuellar and Gomez have also joined other Pasadena Police Department members in broader accusations of discrimination and sexual misconduct involving the Chief.
The Council also discussed Yes in My Back Yard vs. Gavin Newsom et al. Following the 2025 Eaton and Palisades wildfires, Governor Newsom paused executive order SB 79, which overrides local density limits for housing development.
Newsom’s pause applied to certain fire‑hazard zones in the county. YIMBY, a pro‑housing advocacy group, argued that the pause violated state housing laws and could hinder affordable rebuilding for middle‑class residents.
At the start of the public session, the Council reported no general announcements.
Security Service and Equipment Contracts Approved
In a single motion, the Pasadena City Council approved a series of contracts totaling roughly $4.3 million in goods and services.
The City Manager entered into an agreement with Impex Technologies, Inc. for server and storage equipment supporting essential city functions, including utilities, traffic management, and public safety. The City Manager also approved the implementation of a new risk‑management system under a three‑year base contract of $300,363.
The Pasadena Police Department will also add a new canine trained specifically for tracking people. While the Department already deploys canines for narcotics detection, the Council identified a need for service animals focused on trailing.
