The Pasadena City Council is currently accepting applications for upcoming vacancies on the Pasadena Rental Housing Board, with terms set to expire on Saturday, May 24, 2025.

Established under Section 1811 of the Pasadena City Charter, the Rental Housing Board enforces Article XVIII, the “Pasadena Fair and Equitable Housing Charter Amendment,” and plays a key role in regulating rental housing within the city.
The Board consists of 11 members, divided as follows:
- 7 Tenant Members, representing the interests of Pasadena tenants
- 4 At-Large Members, representing the broader rental housing community
- 2 Alternates, one for Tenant Members and one for At-Large Members
These appointments are open to all qualified applicants. The City Council is considering both new candidates and potential reappointments of current members. The following members are eligible for reappointment:
- Brandon Lamar (District 3/Tenant)
- Yaneli Soriano Santiago (District 5/Tenant)
- Deborah Dunlop (District 7/Tenant)
- Allison Henry (At-Large)
- Adela Torres (At-Large)
Tenant Member positions for Districts 3, 5, and 7 will be nominated by the respective Councilmembers and ratified by the City Council. At-Large positions will be decided collectively by the City Council.
Applicants for Tenant Member positions, as well as their immediate family members, must meet specific criteria, including not owning, managing, or holding a 5% or greater interest in rental units within Los Angeles County for at least the past three years.
Board Responsibilities
The Board’s duties include setting allowable rent increases, conducting hearings on rent adjustment petitions, establishing penalties for violations, maintaining a rental housing registry, and more.
Application Process
Residents interested in applying must:
- Submit a completed application
- Circulate a nomination petition with at least 25 qualified signatures from their district
- Provide a declaration of financial interests (for Tenant Members)
The application period is now open and will close on Monday, April 21, 2025, at 5:30 pm. Application materials can be picked up at the Office of the City Clerk, 100 North Garfield Avenue, Room S228, or requested by phone at (626) 744-4124 or email at CityClerk@CityOfPasadena.net.
