In a historic move towards a sustainable future, the Pasadena City Council on Monday unanimously approved the Optimized Strategic Plan (OSP) that will guide Pasadena Water and Power (PWP) in meeting the city’s ambitious clean energy goals.

The plan is designed to ensure that 100% of Pasadena’s electricity is sourced from carbon-free resources by the end of 2030, while maintaining affordability, stability, reliability, and rate equity for customers.
“This is a defining moment for Pasadena’s energy future. The Optimized Strategic Plan reflects our community’s values and our shared commitment to climate action,” said PWP General Manager David Reyes. “We thank the City Council for their leadership and support in adopting this plan, which will guide our decisions and ensure transparency as we move forward in achieving Pasadena’s clean energy goals. The OSP is the result of extensive collaboration, thoughtful analysis, and meaningful community engagement.”
Pasadena has long been a leader in clean energy, exceeding California’s renewable energy mandates for over a decade. The city has already demonstrated a proactive commitment to decarbonization, advancing pathways to cleaner energy that go beyond state requirements. This new OSP builds on that leadership, aligning with the city’s Power Integrated Resource Plan (IRP) approved by the City Council in December 2023, which reaffirmed Pasadena’s dedication to clean, renewable resources.
The OSP lays out a comprehensive roadmap with key actions to achieve the goals of Resolution 9977. These include expanding local solar generation, investing in community-owned clean energy projects, and modernizing the city’s energy infrastructure to support a resilient and sustainable energy future. The plan also emphasizes fiscal responsibility, ensuring that these ambitious climate goals are pursued in a way that minimizes impacts on customer rates and service reliability.
“This plan is not just about meeting energy targets,” Reyes continued. “It’s about ensuring that we do so in a way that is equitable, transparent, and in line with the needs of our community. With input from our residents, technical experts, and policymakers, the OSP brings together various perspectives into one cohesive, actionable strategy.”
The approval of the OSP marks a significant milestone for Pasadena as it moves forward with its vision of becoming a carbon-free city while continuing to provide reliable and affordable electricity. As part of its ongoing commitment, PWP will ensure ongoing community engagement throughout the implementation of the plan.
