The Central Library Seismic Retrofit and Renovation project has officially entered its early preconstruction phase, marking a major milestone in the transformation of one of Pasadena’s most iconic civic landmarks.

Greg de Vinck, Director of Public Works, confirmed the progress in a recent update, highlighting key advancements in site preparation, infrastructure setup, and community engagement.
Since mobilization began in late August, the project team has secured the site, installed fencing and security systems, and completed essential utility connections to support temporary construction operations. Construction trailers for both the City and contractor PCL have been delivered and installed, while fiber infrastructure is nearing completion. Temporary lighting and accessibility ramps are being added to ensure safety and access throughout the construction process. A designated fire lane has been established, and comprehensive safety plans have been approved in coordination with the Fire Department.
Project coordination is now in full swing. The first Owner-Architect-Contractor (OAC) meeting was held on September 10, laying the groundwork for critical upcoming activities. The removal of historic woodwork is scheduled to begin later this month. As part of regulatory compliance, the project team submitted an application to the South Coast Air Quality Management District (AQMD) on September 10. Approval is expected within 14 days, after which demolition will begin in accordance with the approved work plan.
Meanwhile, the City is ramping up its community engagement efforts. A citywide survey is currently underway to gather public input, and a creative initiative, Art on the Fence, is being installed along the construction perimeter to maintain a welcoming and informative presence throughout the project.
Looking ahead, the City is exploring educational partnerships with the Pasadena Unified School District, with plans to offer hands-on learning opportunities for high school students through internships and pre-apprenticeship programs tied to the renovation.
“This early momentum reflects strong coordination among City staff, contractors, and community partners,” the City said in a statement. “It sets the stage for a successful transformation of the Central Library—preserving its legacy while ensuring it meets modern safety and accessibility standards.”
