Joaquin T. Siques, Director of Transportation, announced that the City of Pasadena has officially begun installing new pay-by-plate parking pay stations, marking a significant upgrade in the city’s parking technology. This initiative will eventually replace all existing pay-and-display machines and single-space meters throughout Pasadena.

The project originated from a Request for Proposals issued in December 2022, seeking modernized parking solutions for both the newly established Playhouse Meter District and the citywide meter network. Following a competitive evaluation process, Cale America, operating as Flowbird, was selected as the top-qualified vendor. The City Council awarded the contract to Flowbird in June 2024.
The new pay stations are designed to simplify the parking experience for both residents and visitors. Users will enter their license plate number directly into the machine and will no longer need to return to their vehicle to display a receipt. Payment options include coin and credit card, and printed receipts are available at the press of a button.
In areas currently served by pay-and-display machines, the equipment will be either retrofitted with pay-by-plate hardware or replaced entirely. All single-space meters will be removed during the transition.
