Four Bills on the Way to the Governor’s Desk for Signature.

On Monday, August 19, Assemblymember Chris Holden’s bills passed the Senate Committee on Appropriations:
- AB 359 – Pupil instruction: dual enrollment: College and Career Access Pathways partnerships,
- AB 1826 – Digital Infrastructure and Video Competition,
- AB 2193 — Hazing: educational institutions: prohibition and civil liability: reports and resources,
- AB 2330 – Endangered species: incidental take: wildfire preparedness activities.
“As I near the end of my last term and the closing of session, I am confident that these bills represent a positive future for Californians. Some of these are pieces of legislation that can be expanded on and will help reveal where further improvement is needed, and some of these are a reflection of work I started years ago in the legislature. Either way, I am proud to leave a legacy of progress, equity, expanded opportunities, and environmental consciousness as my final bill package makes its way to the Governor’s desk,” said Assemblymember Holden.
AB 359 would amend existing law around College and Career Access Pathway Program (CCAP) partnerships to align with best practices from other dual enrollment programs. It would streamline access to dual enrollment for K-12 students throughout the state.
AB 1826 would revise the Digital Infrastructure and Video Competition Act of 2006 to authorize the commission to exercise the authority, jurisdiction, and powers of a franchise authority.
AB 2193 would create a civil liability for a public or private institution of higher education for a person harmed by hazing.
AB 2330 would help expedite permits for fuel management activities to ensure public safety is in alignment with environmental law.
