According to the Fair Political Practices Commission’s (FPPC) online Transparency Portal, Councilman John Kennedy received a warning letter from the FPPC regarding violations for campaign contribution limits.

The FPPC enforces the State’s Political Reform Act, which establishes California’s lobbying, campaign finance, and conflicts of interest laws.
Due to recent State legislation (AB 571), Pasadena has a default campaign contribution limit of $4,900 per election cycle from a single source to a City Council and Mayoral candidate. The law went into effect on January 1, 2021. This was a point of contention on the City Council in 2021. Prior to that date, Pasadena had no contribution limit for local races.
