The Pasadena Rent Stabilization Department (RSD) is inviting tenants, landlords, and community members to attend its upcoming monthly workshop on habitability issues and rent reductions.

The workshop will take place Tuesday, April 14, 2026, at 6:00 pm at the department’s office, 199 S. Los Robles Ave., in the first-floor conference room. Participants may attend in person or join virtually via Zoom.
Under Article XVIII of Pasadena’s Charter, tenants may file a petition for a rent reduction if a landlord fails to maintain a rental unit in a safe and livable condition, reduces or eliminates previously provided services, or charges rent above the legal limit.
According to RSD officials, unresolved habitability issues—such as poor weatherproofing, pest infestations, or lack of hot water—may qualify tenants for a downward rent adjustment. During the workshop, staff will explain how to identify eligible violations, outline required documentation, and walk through how unresolved repair issues move through the petition process.
Attendees will also learn about eligibility requirements and what to expect during the review process. The workshop is designed to help tenants better understand their rights and assist landlords in clarifying their responsibilities.
