The South Pasadena City Council has appointed retired City Manager Sean Joyce to serve as Interim City Manager, effective February 10, 2025.

Joyce will succeed Don Penman, who has been serving as Interim City Manager since July 29, 2024.
Joyce previously held City Manager positions in Sierra Madre, South Pasadena, and Irvine before retiring from Irvine in 2018. Since then, he has served as interim city manager for several municipalities, including South Pasadena in 2020, Huntington Beach, San Clemente, and most recently, Laguna Beach.
“We are thrilled to welcome Sean Joyce back to our community as Interim City Manager. Sean brings a wealth of experience and tremendous institutional knowledge and a familiarity with the community,” said Mayor Janet Braun. “We express our profound gratitude and appreciation to Don Penman for his service, guidance and leadership to our staff and community in his role as Interim City Manager.”
Mr. Joyce received a Master of Public Administration and a Bachelor of Arts degree in Political Science, with an emphasis in Public Administration, from California State University, Fullerton. His public service career spans 33 years primarily working in full-service cities with police and fire.
