The Sierra Madre City Council approved a three‑lot subdivision on North Lima Street and authorized a $253,334 asset‑management software contract Tuesday night, capping a meeting that also advanced a new fleet‑leasing program and renewed the city’s military‑equipment policy.

The meeting’s ceremonial highlight was a presentation recognizing Armenian Genocide Remembrance Day, honoring the memory of the victims of the 1915 genocide.
Two hearings dominated the agenda. The first was a required report mandating that cities publicly disclose their efforts related to workforce vacancies, recruitment, and retention. The item was presented for receipt and filing, with no action required beyond acknowledgment.
The second hearing centered on a request to subdivide a parcel at 444 N. Lima Street into three lots under Tentative Parcel Map 25‑01. The Council was asked to approve Resolution No. 26‑31, permitting the minor land division.
The Council then moved through its consent calendar, approving minutes from the April 14 closed session and the regular meeting that same evening. Also approved were Resolution No. 26‑32 authorizing warrant payments, a first amendment to a professional services agreement with Hong Tam for structural engineering plan check services, and the second reading of Ordinance No. 1491, updating Sierra Madre’s municipal vehicle and traffic code, including definitions, enforcement, and regulations in public parks.
Three substantive items followed under discussion. The most notable was a professional services agreement with Nobel Systems, Inc. for asset management software, not to exceed $253,334. The platform will help city staff track and manage municipal infrastructure and assets, representing a significant operational investment for a small city.
The Council also approved a master lease agreement with Enterprise Fleet Management to replace and maintain the municipal vehicle fleet, a cost‑effective alternative to outright purchase that many cities have adopted.
Rounding out the discussion items was the annual AB 481 Military Equipment Report, which requires local agencies to publicly account for any law enforcement equipment classified as military‑grade. The Council was asked to renew Ordinance No. 1456 governing the city’s military equipment use policy.
The Council adjourned to its next regular meeting, scheduled for May 12, 2026.
