The San Gabriel Valley Regional Housing Trust (SGVRHT), a joint powers authority formed in 2020 by 25 San Gabriel Valley cities in partnership with the San Gabriel Valley Council of Governments, was created to finance the development of affordable and supportive housing across the region.

The agency provides funding for predevelopment, construction, and permanent financing for projects serving households earning at or below 80% of Area Median Income.
The San Gabriel Valley Regional Housing Trust has surpassed 1,000 funded affordable housing units across the region following approval of a new housing preservation project in Pomona, marking a significant milestone in the agency’s efforts to address the ongoing housing affordability crisis.
The Trust’s board recently approved funding for Mission Suites, a 119-unit affordable housing development in Pomona. The investment brings the agency’s total portfolio to 1,038 affordable housing units, along with more than 130 interim housing shelter units throughout the San Gabriel Valley.
Officials said the milestone reflects the impact of a regional approach to housing development since the Trust was established in 2020.
“This milestone is more than just a number; it represents real people, families, and children who are off the streets and in safe, stable housing,” said SGVRHT Board Chair Emmanuel J. Estrada, who also serves on the Baldwin Park City Council.
