Outgoing City Manager Steve Mermell announced in an email to staff that General Manager of PWP, Gurcharan S. Bawa, plans to retire at the end of December, 2021.

Bawa was appointed as General Manager of Pasadena Water and Power in March, 2017. His retirement comes on the heel of Pasadena’s Human Resources Director, Jennifer Curtis, announcement of her last day being in office as December 16, 2021. In addition to Mermell’s leaving his position, Assistant City Manager, Julie Gutierrez, is leaving as well. Her last day will be November 18, 2021. On Thursday, October 28, a small goodbye ceremony was held at the City Hall’s rotunda for Bryan Sands, Pasadena’s Deputy Chief Information Officer, who’s also retiring in December.
In the email to city staff, Mermell stated that “Bryan, Jennifer and Bawa, have each made tremendous contributions to our City. Please join me in wishing them all the best.”
Gurcharan Bawa
Bawa joined PWP in 1992. Prior to his appointment as General Manager, he served as the Assistant General Manager of Power Supply. Bawa was actively involved in several legislative bills and regulations related to renewable portfolio standard, greenhouse gas cap and trade, biomethane, Clean Air Plan, and integrated resource plans.
