On Saturday, April 4, 2026, Rep. Judy Chu (CA-28) hosted the 16th annual Congressional Women of the Year Awards Ceremony, recognizing outstanding women from across the San Gabriel Valley for their service, leadership, and dedication to their communities.

The annual award honors women nominated by members of their own cities and neighborhoods, highlighting grassroots recognition from those most familiar with their contributions. This year’s ceremony drew a wide pool of nominees from across California’s 28th Congressional District.
“The annual Women of the Year Awards Ceremony is among the highlights of my year,” said Rep. Chu. “The honorees have stood out in our communities because of their commitment to giving back to the San Gabriel Valley. Every single honoree has been selected through an exhaustive process that begins with a nomination from their neighbors, friends, or family—the people in their communities who know them best and see their service up close.”
She added that this year’s recipients distinguished themselves not only through their passion and leadership, but also through the admiration they have earned from those around them.
2026 Honorees
Altadena: Joy Chen
Joy Chen was recognized for her leadership as Executive Director of the Eaton Fire Survivors Network, a large survivor-led recovery organization supporting thousands affected by recent California wildfires. A former Deputy Mayor of Los Angeles, Chen has led efforts in economic development, workforce access, and disaster recovery advocacy, while also gaining recognition as an author and national thought leader.
Altadena: Gayle Nicholls-Ali
An arts educator and advocate, Gayle Nicholls-Ali has spent over two decades teaching photography, graphic arts, and computer science. She has played a key role in advancing arts education standards in California and mentoring young women in technology. Following the Eaton Fire, she launched a photography initiative to support community healing through storytelling.
Arcadia: Diana Sanchez
Diana Sanchez was honored for her extensive volunteer work and leadership in community events and local schools. Serving as Secretary of the Downtown Arcadia Improvement Association and an active PTA leader, Sanchez has helped organize major community events while also mentoring professionals in her field.
La Cañada Flintridge: Suzanne Goldberg
Suzanne Goldberg was recognized for her civic engagement and advocacy, particularly in voter outreach and immigrant support efforts. Since retiring, she has taken on leadership roles in local organizations and has contributed to refugee resettlement initiatives and national voter engagement campaigns.
Monterey Park: Cindy Kuo
At 85, Cindy Kuo continues to be celebrated for a lifetime of humanitarian service. As founder of the MP Prajna Buddhist Mission, she has supported education and food access initiatives in Southeast Asia and locally. Her decades-long commitment to philanthropy has impacted countless families and communities.
Pasadena: Vannia De La Cuba
With more than 30 years of public service, Vannia De La Cuba was honored for her leadership in civic engagement and community development. Currently serving in the Mayor’s office of Pasadena, she has worked on initiatives supporting families, education, housing, and emergency response efforts.
Pasadena: Christy Zamani
Christy Zamani, Executive Director of Day One, was recognized for her work in public health and youth development. Under her leadership, the organization has expanded significantly, creating pathways for young people while advancing equitable systems and community health initiatives.
San Marino: Gretchen Shepherd Romey
A recently concluded two-term mayor of San Marino, Gretchen Shepherd Romey was honored for her leadership in public safety, governance, and environmental preservation. She continues to serve in regional leadership roles focused on infrastructure and water reliability.
South Pasadena: Janet Braun
City Councilmember Janet Braun was recognized for her extensive career in law, business, and civic leadership. In addition to her public service, she has been deeply involved in youth development programs and community organizations.
Temple City: Samantha Yu Chang
Samantha Yu Chang was honored for her leadership in the insurance industry and her longstanding service to the community. As President and CEO of Hoya Insurance Agency, she has supported diverse clients while also contributing to media, public service, and nonprofit leadership.
The annual ceremony continues to highlight the impact of local leadership and community-driven service across the San Gabriel Valley, celebrating women whose work strengthens neighborhoods and inspires future generations.
