The Pasadena Rent Stabilization Department (RSD) will host its upcoming Monthly Workshop on Tuesday, May 12, 2026, to guide landlords through the process of filing a Petition for Upward Adjustment of Rent under Article XVIII of Pasadena’s City Charter.

The workshop is scheduled for 6:00 pm at the RSD office, located at 199 S. Los Robles Ave., in the First Floor Conference Room. Community members may attend in person or participate virtually via Zoom.
The session will focus on how landlords can request rent increases beyond the allowable 2.25% Annual General Adjustment. According to the Department, landlords who comply with Article XVIII and Pasadena Rental Housing Board regulations may petition for a higher rent adjustment if their properties meet all applicable requirements, including California health and safety standards.
Workshop presenters will explain the full petition process, including eligibility requirements, preparation of supporting documents, completion of petitions and financial worksheets, tenant notification procedures, and filing requirements through the Department’s online portal.
Topics to be covered include organizing rent rolls, operating expenses, property tax records, and other required documentation used to evaluate income, expenses, and net operating income. Staff will also review acceptable methods for serving petitions to tenants, including certified mail and personal delivery.
In addition, attendees will receive an overview of the steps that follow a petition filing, including pre-hearing settlement conferences, formal hearings, decisions, and appeal rights.
The workshop is intended for landlords and community members seeking a better understanding of how upward adjustment petitions are filed, reviewed, and processed through Pasadena’s rent stabilization system. A question-and-answer session will follow the presentation, and RSD staff will be available to provide additional resources and assistance.
