        Pasadena to Host Free Workshop on Base Rent Rules for Tenants and Landlords

      The Pasadena Rent Stabilization Department (RSD) will host a free community workshop on Tuesday, Aug. 11, at 6:00 pm to help tenants and landlords better understand how Base Rent is established under the city’s Fair and Equitable Housing Charter Amendment.

      Under the charter amendment, the lawful rent for a covered rental unit is based on a fixed reference point known as the “Base Rent.” In most cases, Base Rent is the rent that was in effect on May 17, 2021, or the initial rent charged at the start of a tenancy that began after that date.

      The workshop will explain how Base Rent is determined, when a rent rollback may apply, and how allowable annual rent increases are calculated and implemented.

      The session will be held at the RSD office, 199 S. Los Robles Ave., First Floor Conference Room. Participants may also attend virtually via Zoom at Bit.ly/MonthlyRSDWorkshops. Spanish interpretation will be available for both in-person and virtual attendees.

      Topics will include how Base Rent is calculated; when landlords may be required to roll back rent; the maximum allowable annual rent increase and when it may be applied; how tenants can file a downward adjustment petition if they believe their rent was increased unlawfully; and the notice and documentation requirements for rent increases.

      Following the presentation, attendees will have an opportunity to ask questions about how the city’s rent stabilization requirements apply to their individual housing situations. The workshop is designed to provide practical guidance for tenants seeking to better understand recent rent increase notices and for landlords reviewing the rules before adjusting rents.
