A settlement agreement with Pasadena for an Environmental Impact Report was announced Tuesday by the lawsuit’s petitioner, Clara Solis, representing herself.

The lawsuit argued that the previously approved Mitigated Negative Declaration (MND) for the Arroyo Seco Water Reuse project failed to address multiple issues and required a full Environmental Impact Report. As part of the settlement, the Pasadena City Council revoked the project’s MND on Monday evening.
Solis, advised by attorney Amy Minteer and supported by a grassroots activist group called ‘Save San Pascual Park,’ filed the lawsuit claiming that Pasadena and South Pasadena planned to divert 20 million gallons of water annually from the Arroyo Seco to South Pasadena’s golf course, and that the project involved transferring part of San Pascual Park land to South Pasadena permanently. Additionally, over 150 mature trees would be cut down—a move Solis argues would significantly harm the environment, wildlife, and the local community for years to come.
Solis, along with Save San Pascual Park, conducted outreach and collected over 1,000 signatures from residents opposed to the project.
This article fails to include that virtually all of the points made in this lawsuit were based on falsehoods and half truths.
