Pasadena Water and Power (PWP) has introduced a new pilot program offering rebates for residential and commercial solar installations and battery storage systems, aiming to make clean energy adoption more accessible and affordable for customers.

The initiative supports Pasadena’s goal of achieving 100% carbon‑free electricity by the end of 2030 while maintaining affordability, rate equity, stability, and reliability.
“Installing a rooftop solar system is an environmentally responsible way for PWP customers to reduce energy use, support Pasadena’s clean energy goals, and lower their utility bills,” said General Manager David Reyes. “We hope these new rebates, along with PWP’s other popular incentives, encourage even more customers to adopt these proven technologies.”
Rebates for Residential Customers
Eligible residential electric customers can receive:
- $0.60 per watt for new permanent rooftop solar systems or expansions of existing systems
- $1.00 per watt for customers enrolled in PWP’s income‑qualified bill assistance programs
- Up to $550 per kilowatt-hour for battery energy storage systems
Incentives for Commercial Customers
Qualifying commercial customers may receive:
- Up to $80,000 per meter for new or expanded rooftop solar systems
- Tiered battery storage rebates also capped at $80,000 per meter
Fee Waivers During Pilot Program
To further encourage participation, PWP will waive plan review and inspection fees for solar and battery projects during the pilot period. The waiver applies only to PWP-related energy project costs; other city fees—such as those for Building & Safety, structural review, or meter work—may still apply.
