In a statement, the department said the release was made in accordance with California Assembly Bill 748 and Senate Bill 1421, which require certain law enforcement records and critical incident videos to be disclosed to the public in the interest of transparency and accountability. Assembly Bill 748, codified in Government Code section 7923.625, specifically mandates the release of audio and video recordings involving critical incidents, including officer-involved shootings.
According to police, the officer involved in the incident sustained life-threatening injuries at the time of the shooting and required an extended hospitalization. Since being discharged, the officer has continued recovering while undergoing ongoing medical treatment.
The department stated it previously delayed the release of the footage under its statutory authority in order to protect the integrity of the active investigation and allow investigators to complete critical investigative steps.
“The Pasadena Police Department remains committed to transparency and understands the community’s interest in reviewing the available footage. We appreciate the public’s patience and understanding throughout the investigative process as investigators carefully reviewed all available evidence in accordance with legal and procedural requirements,” Chief Gene Harris said in a statement.
Authorities said the incident remains under review by the appropriate investigative agencies. Investigators continue examining all available evidence, including video footage, witness statements and forensic findings. (See video at this link).
