Pasadena drivers may notice construction activity throughout the city’s central business district as the Pasadena Department of Public Works begins a major effort to modernize traffic signals and improve traffic flow.

On June 29, 2026, the City’s contractor, Elecnor Belco Electric, Inc., began construction on the Intelligent Transportation System (ITS) and Traffic Flow Improvements Project, a technology-focused upgrade expected to be completed by December 2026.
The project will enhance traffic signal equipment and communication systems at 35 intersections along key corridors, including portions of Orange Grove Boulevard, Colorado Boulevard, Green Street, and Holly Street south of the I-210 Freeway.
Improvements will include new traffic signal controllers and cabinets, fiber-optic communication systems, dedicated short-range communications, and emergency vehicle signal preemption technology. Together, these upgrades will enable Pasadena’s traffic signal network to respond more effectively to changing traffic conditions.
City officials expect the updated system to improve signal coordination, reduce travel delays, and help traffic move more efficiently along major commercial corridors and connections to north-south routes and regional freeways.
The project is funded through the Measure R Mobility Improvement Grant, supporting Pasadena’s continued investment in transportation infrastructure.
While construction is underway, residents and visitors should expect temporary traffic impacts. Work will be completed in phases designed to maintain at least one travel lane in each direction while preserving access to nearby businesses and properties.
