        Pasadena Launches Commercial Façade Improvement Program to Support Local Businesses

      The City of Pasadena is offering a boost to local businesses through its newly launched Commercial Façade Improvement Program, aimed at enhancing the exterior appearance of storefronts and promoting the vitality of the city’s commercial corridors. Applications are now open and will close on Sunday, November 30, 2025.

      Under this initiative, eligible businesses can apply for grants of up to $20,000 to fund exterior improvements that will enhance their storefronts and contribute to the overall economic vitality of Pasadena. The program is part of the City’s ongoing efforts to support small businesses and foster vibrant, attractive commercial areas.

      The program is funded by the U.S. Department of Housing and Urban Development (HUD) through its Community Development Block Grant (CDBG) program. The City expects that approximately 10 businesses located in CDBG-eligible areas across various Pasadena Council districts will benefit.

      Interested businesses must first determine if their location falls within an eligible area by consulting the CDBG Eligibility Map, available on the City’s website.

      Eligible Improvements and Expenses

      The Commercial Façade Improvement Program covers a broad range of exterior enhancements, including:

      • New or replacement signage and awnings
      • Exterior painting or surface treatments, such as murals, stucco, tile, stone, or brickwork
      • Installation or replacement of exterior doors
      • Upgrades to outdoor lighting
      • Decorative or security fencing installation
      • Replacement or re-glazing of plate glass windows
      • Window-related enhancements, such as vinyl decals, graphics, and stencils

      Additionally, businesses can apply for grants to cover merchandising supplies, including paint, brushes, stencils, and templates, to further enhance the visual appeal of their storefronts.

      How to Apply

      As a competitive grant program, funds are limited and will be awarded on a reimbursement basis. This means businesses must complete their improvements first, and once the work is verified, they will be reimbursed for eligible expenses.

      Commercial Façade Improvement Program Funding and Selection Process

      We reached out to the city for clarification on how the funding process works, especially if more than 10 businesses qualify for the grant. In response, the city explained that while the program is designed to benefit approximately 10 businesses, they anticipate that more may apply. The city may be able to fund more than 10 businesses, depending on the amount requested by each business, as the grant offers up to $20,000 per business, and available funding is limited.

      The selection process will be managed by an evaluation committee, which will include city staff and representatives from the Pasadena Community Foundation. More detailed information, including the full selection criteria, is available on the city’s web page.
