      The Central Library Seismic Retrofit and Renovations Project continues to advance steadily through Phase 2, marking a major milestone in Pasadena’s long‑term effort to preserve and modernize one of its most significant civic landmarks.

      According to Tim McDonald, Director of Libraries and Information Services, the project remains on schedule for substantial completion in 2028, following successful early‑stage work and a smooth transition into full construction.

      Progress from Pre‑Construction to Full Construction

      Phases 1 and 1A laid the essential groundwork for the seismic retrofit. During these pre‑construction stages, PCL Construction Services, Inc. carried out extensive historic preservation and preparatory work. Crews carefully removed and stored historic wood finishes, completed hazardous material abatement, and dismantled outdated HVAC, plumbing, and mechanical systems. Exploratory demolition and cost‑saving evaluations helped refine the project’s scope, while protective materials were installed to safeguard irreplaceable architectural elements such as the building’s cork flooring.

      By the end of these phases, PCL had secured all required City permits and delivered a guaranteed maximum price, clearing the way for Phase 2 to begin.

      Phase 2 Construction Underway

      Phase 2 officially launched in March 2026 after City Council approval of the amended construction contract. An 18‑person crew is now working on site, focusing on the removal of slab‑on‑grade concrete in the lower basement levels. This step is essential preparation for the structural concrete pours scheduled in the coming weeks.

      Beginning in May, activity in the basement will expand to include earth‑moving operations. Crews will remove excess soil to create space for new, upgraded foundation elements—critical components of the seismic strengthening plan. This work will lead directly to the first major concrete pour, anticipated in June 2026, which will mark the start of the project’s core structural and seismic upgrades.

      Protecting Historic Features and Preparing the Site

      While heavy construction continues below ground, preservation efforts remain a priority throughout the building. Windows, cast stone, and other architectural features that will stay in place during construction are being covered and secured to prevent damage.

      In the coming weeks, crews will begin protecting nearby trees as preparations start for removing roof tiles and installing scaffolding around the building’s perimeter. Construction vehicles and equipment, including trucks and a generator marked “Penhall Company,” are currently staged along the North façade and in the library parking lot as demolition and site preparation progress.
