Assembly Bill 1642 establishes statewide standards for testing for and addressing wildfire contamination, including lead and asbestos. It also sets criteria for determining when homes can be safely reoccupied and provides guidance for schools affected by wildfires.
Assembly Bill 1847 extends by one year mortgage-forbearance protections established under a 2025 law for homeowners affected by the Los Angeles fires.
Assembly Bill 1842 creates a statewide mortgage-relief program for homeowners whose residences are rendered uninhabitable by a major disaster. Eligible homeowners may temporarily pause mortgage payments without late fees, penalties, the risk of foreclosure or negative credit reporting.
The bills were shaped by concerns raised by Eaton and Palisades fire survivors about toxic contamination, insurance delays, rebuilding and displacement.
“Science, not an insurance company’s opinions, will determine whether a home is safe,” Harabedian said.
Los Angeles County Supervisor Kathryn Barger said the legislation provides important protections for Eaton Fire survivors, including enforceable standards for addressing wildfire smoke contamination and additional time for homeowners to rebuild.
“These laws are meaningful progress, but we must collectively remember that Eaton Fire survivors will need sustained support and accountability for years to come,” Barger said.
