The Monrovia City Council on Tuesday officially called the city’s November 2026 municipal election and took initial steps toward refinancing bonds tied to future capital improvement projects, headlining a meeting dominated by public safety, infrastructure and community program approvals.

The evening began with the Pasadena Humane Society’s Pet of the Month presentation and proclamations designating June 2026 as “LGBTQ+ Pride Month” and May 2026 as “California Water Awareness Month.”
Public safety items featured prominently in the meeting, with the council approving a $190,095.50 contract with WCC Technologies Group to upgrade personnel identification systems at the Police Department. Public safety operations received additional support through the purchase of five new Axon body-camera licenses and a renewed tow services agreement with Soash Enterprises through 2029.
Costs tied to the Monrovia Community Center Renovation increased by $85,760 Tuesday following approval of a third amendment to the city’s design contract with Perkins Eastman Architects. Among the evening’s infrastructure-related actions were new agreements for water treatment chemicals, concrete maintenance and on-call sewer services. Public Works items included a $170,500 water treatment chemicals agreement with Northstar Chemical, a $300,000 concrete inspection and maintenance contract with Precision Concrete Cutting, on-call sewer maintenance agreements with Houston & Harris PCS and Pipe Tec, and the purchase of two 2025 Chevrolet Colorado trucks from Sierra Chevrolet for $84,829.96.
Housing assistance and youth recreation programs also received renewed support during the meeting. Community-facing approvals included Amendment No. 7 to the city’s agreement with Mountainside Communion for the Housing Displacement Response Program, extending it through June 30, 2027, at up to $120,000 annually. The council also approved an $8,000 agreement with MUSD and the Santa Anita Family YMCA to operate the 2026 summer pool program at Monrovia High School.
Two administrative items closed out the agenda. Tuesday’s meeting concluded with the formal launch of preparations for Monrovia’s November 2026 municipal election. Under AR-2, the council adopted Resolution 2026-24, initiating preliminary proceedings to finance capital improvement projects and potentially refinance existing bonds, including authorization to engage financing professionals.
Staff also delivered updates on council directives, the Library Strategic Plan, and parking enforcement, while four council members reported back from the CalCities City Leaders Summit held April 22–24 in Sacramento.
The council’s next regular meeting is scheduled for June 16, when additional updates on capital projects, parking enforcement and city programs are expected.
