The Monrovia City Council moved through a wide-ranging agenda Tuesday evening, April 7, approving key infrastructure funding, a new traffic engineering appointment, and updates to major public works projects during its regular meeting at City Council Chambers. Mayor Becky Shevlin convened the session at 7:30 pm, with all five councilmembers in attendance.

The meeting opened with a moment in honor of Elianna Elena Lugo. Elianna’s grandmother, Amy Castro, serves as a Community Services Commissioner.
The evening also featured two presentations. Karen Hollinhurst and Ginger Antunez recognized the winners of the Monrovia Public Library’s Bookmark Contest, followed by Suzanne Dobson, the city’s Emergency Preparedness Coordinator, who honored recent graduates of the Community Emergency Response Team (CERT) program.
Councilmembers then turned to the seven-item consent calendar, addressing a range of routine but notable business. Under CC-3, the council adopted Resolution No. 2026-12, formally appointing Sarah Drobis of Gibson Transportation Consulting as the city’s traffic engineer. Under CC-4, the council approved an additional $27,269.96 for the Public Safety Critical Communications Center infrastructure upgrade and migration to the Interagency Communications Interoperability system, bringing the revised project total to $817,717, with a contingency of up to $81,772.
Public works items accounted for some of the more substantial actions. Under CC-5, the council approved Amendment No. 1 to the city’s agreement with Craftwater Engineering for the Encanto Park Stormwater Capture Project, expanding the scope of work and increasing compensation by up to $70,974, for a new contract ceiling of $728,280. Under CC-6, the council authorized the transfer of a flood control agreement with Los Angeles County from the city to the Rio Hondo/San Gabriel River Watershed Management Joint Powers Authority.
The meeting concluded with a briefing from Management Assistant Eric Carroll on the Monrovia Area Partnership (MAP) 2026 Annual Neighborhood Conference, scheduled for April 25.
The next regular meeting of the Monrovia City Council is scheduled for Tuesday, April 21, at 7:30 pm.
