The South Pasadena City Council has officially appointed Todd Hileman as the city’s next City Manager, following an extensive recruitment process led by Ralph Andersen & Associates.

With 29 years of experience as a city manager, Hileman has a proven track record of successful leadership in municipal government. He joins South Pasadena from Palm Desert, where he managed a staff of 140 employees and oversaw an operating budget of $180 million. Prior to Palm Desert, Hileman served as the city manager of Denton, Texas, and held various other leadership positions in cities across Arizona, Wisconsin, and Missouri. He also spent 12 years as the village manager of Glenview, Illinois.
Hileman holds a Bachelor of Science degree, magna cum laude, from Arizona State University and a Master of Public Administration degree, with honors, from Northern Illinois University.
Mayor Janet Braun expressed the City Council’s enthusiasm about Hileman’s appointment: “We are thrilled to welcome Mr. Hileman to South Pasadena as our City Manager. His depth of experience, analytical approach to problem-solving and engagement with community are among the many skills he will bring to the city. Mr. Hileman has an impressive track record in the areas of finance, capital improvements and organizational development, and he is a thoughtful, forward-looking leader. We are excited to start working together.”
Hileman also shared his enthusiasm for his new role: “I am honored to be appointed as South Pasadena’s next City Manager. I am excited to begin working with the City Council and City staff to move the organization forward.”
Hileman will officially assume the position on Monday, March 31, 2025, taking over from Interim City Manager Sean Joyce, who rejoined the city on February 10, 2025.
