The Pasadena Public Health Department has received a five-year endorsement for its Home Instruction for Parents of Preschool Youngsters (HIPPY) Pasadena program and has been recognized as a HIPPY U.S. Nationally Recognized Site for the 2025–2026 program year, Director of Public Health Manuel Carmona announced.

The recognition is awarded to local HIPPY program operators that exceed standard model-fidelity requirements and demonstrate exceptional quality in delivering early childhood literacy and parent-engagement home-visiting services. The designation reflects HIPPY Pasadena’s commitment to quality, consistency and positive impact in the Greater Pasadena community.
HIPPY is an international, evidence-based home-visiting and early childhood intervention program that supports parent-involved learning for children ages 2–5. The program helps close achievement gaps, reduce missed learning opportunities, and prepare children for school and life.
In Pasadena, HIPPY supports the City’s Early Child Development Policy and its goal of becoming an Early Learning City by connecting families with early childhood resources and support.
The recognition and endorsement process includes an autonomous self-assessment, a model-fidelity specialist review, and an evaluation of programmatic and operational structures. The process is designed to ensure adherence to national quality standards.
Through the review, HIPPY Pasadena demonstrated alignment with HIPPY national standards and successfully met all requirements, reaffirming its commitment to supporting families through evidence-based home visiting and kindergarten readiness.
HIPPY Pasadena is recruiting families in Pasadena, Altadena and Sierra Madre with children ages 2–4. Community organizations, local agencies and service providers can support the program by sharing information, referring eligible families and partnering on outreach efforts.
