      The City of Glendale is ushering in a new era of leadership across several departments with the announcement of three major appointments, signaling a bold step toward strengthening the city’s infrastructure, fiscal stability, and emergency services.

      Scott Mellon Named General Manager of Glendale Water and Power (GWP)

      Scott Mellon has been appointed General Manager of Glendale Water and Power, bringing over 20 years of engineering and utility experience to the role. Since joining GWP in 2022 as Assistant General Manager of Power Management, Mellon has overseen critical energy projects and led negotiations on renewable energy contracts.

      “Scott brings an exceptional combination of technical expertise, leadership, and a strong commitment to our city,” said City Manager Roubik Golanian. “His innovative mindset will guide GWP through the evolving challenges of utility management.”

      Before his tenure in Glendale, Mellon held senior roles at Burbank Water and Power and began his career in aerospace engineering. His appointment comes at a pivotal time as the city advances its goals for carbon neutrality and energy resilience.

      Jack Liang Appointed Finance Director

      Shijie “Jack” Liang has joined Glendale’s executive leadership team as the new Finance Director. Liang brings nearly two decades of public finance experience, including roles as Chief Business Operations Officer at Clean Water Services and Chief Financial Officer for Washington County, Oregon.

      “Jack brings a depth of experience in public finance that will be invaluable as we continue working to strengthen Glendale’s fiscal sustainability,” said Golanian.

      Liang is a CPA and CGMA and holds an MBA from the University of Washington. His appointment reflects Glendale’s commitment to aligning financial management with long-term community priorities.

      Jeff Brooks Promoted to Fire Chief

      In public safety, longtime Glendale firefighter Jeff Brooks has been named Fire Chief. Brooks, a 20-year veteran of the Glendale Fire Department, had served as Acting Fire Chief since March 1.

      “Jeff is a true embodiment of Glendale’s values,” said Mayor Ara Najarian. “His dedication, humility, and tireless commitment to this community have earned him the deep respect of not only his colleagues but also Glendale’s residents and business owners.”

      Brooks has held positions including Deputy Fire Chief, Battalion Chief, and Fire Captain Paramedic. He holds a bachelor’s degree in Fire Administration and is currently pursuing a master’s degree in Fire Executive Leadership and Emergency Services.
