Federal prosecutors have charged Arcadia’s mayor and the District 3 councilmember with acting as illegal agents of the People’s Republic of China, according to the U.S. Department of Justice. Following the announcement, the mayor resigned, creating a vacancy on the City Council.

Because Arcadia selects its mayor from among sitting councilmembers rather than through a citywide election, the resignation leaves the District 3 seat unfilled. In response, the City Council has launched an expedited appointment process.
At its May 19, 2026 meeting, the Council voted to appoint a replacement to serve the remainder of the District 3 term instead of holding a special election. The city is now accepting applications from qualified residents.
Application Requirements
Applicants must:
- Be at least 18 years old
- Be a United States citizen
- Be a registered voter in Arcadia
- Currently reside in District 3
Completed applications must be emailed to CityClerk@ArcadiaCA.gov by Friday, May 29, 2026, at 11:59 pm. All applicants will receive a confirmation email.
Selection Timeline
The City Council will interview selected candidates during a Special Meeting on Tuesday, June 2, 2026, at 5:00 pm. The meeting will be held in the City Council Chambers, 240 W. Huntington Drive, Arcadia, CA 91007.
