Bailey Canyon Advances as Sierra Madre Voters to Decide on Spending Limits

The Sierra Madre City Council approved new spending tied to the long-debated Bailey Canyon development and called for a special election that could reshape the way taxpayer dollars are treated, marking a significant day in Sierra Madre politics.

The council authorized an agreement with Willdan Engineering for public works inspection services connected to The Meadows at Bailey Canyon project, with costs not to exceed $340,260. The inspections are required to ensure infrastructure improvements meet city standards as the project moves forward.

Few projects in Sierra Madre have generated as much sustained debate as Bailey Canyon. Residents have raised concerns about environmental impacts and wildfire risk, while supporters argue the project will bring needed housing and infrastructure investment. Tuesday’s action reflected the City Council’s position. Despite years of public scrutiny and debate, the project continues advancing through its required phases.

The council also considered a resolution related to certification requirements for the project’s Environmental Impact Report. Environmental review has been one of the project’s central fault lines, with many residents closely monitoring how the city is evaluating risks, particularly those tied to fire safety.

The council voted to place a measure on the June 2, 2026 ballot asking voters to authorize a Gann Limit override. This would allow the city to retain and spend revenue above state-imposed limits. Without voter approval, excess funds would have to be returned to taxpayers. City officials framed the measure as a tool to preserve local control over locally generated revenue.

The council also heard a presentation on a $150,000 supplemental budget appropriation funded through a Los Angeles County Restore Grant. The funding will support wildfire resilience and recovery efforts, including the addition of informational sites in parks. The resolution was moved to public comment.

The Sierra Madre City Council meets next on March 10.
