The collaboration has transformed two existing structures at 2322 E. Foothill Blvd. into six 375-square-foot studio apartment units, specifically designed to house young adults transitioning out of foster care.

This innovative project will support six program participants from First Place for Youth enrolled in the organization’s extended foster care program. The housing units will cater to transitional-aged youth between 18 and 21 who are experiencing homelessness or housing insecurity.
“By providing stable housing and support services, we are not only addressing immediate needs but also laying the foundation for long-term success and independence for these young adults. This collaborative effort exemplifies how community-driven solutions can make a significant impact on the lives of vulnerable youth,” said Thomas G. Lee, CEO of First Place for Youth.
Student homelessness is reaching alarming levels
This partnership comes at a time when student homelessness is reaching alarming levels. According to UCLA’s study, “State of Crisis: Dismantling Student Homelessness in California,” an estimated one in five California Community College students experience homelessness or housing insecurity.
The development’s strategic location near Pasadena City College will provide convenient access for residents who may be pursuing their education at PCC. The college has committed to supporting the students with rent subsidies, further enhancing the project’s impact on educational opportunities for transitional age youth.
Collaborative effort
This collaborative effort represents a significant step towards addressing youth homelessness and supporting educational opportunities for vulnerable young adults in the Pasadena area.
The project has been made possible through various partnerships and funding sources, including $500,000 secured by Rep. Judy Chu from the federal Community Project Funding program, which allows members of Congress to direct funding to projects in their districts that have significant public benefits.
A ribbon-cutting ceremony to celebrate the completion of this important housing project will take place on Wednesday, August 7, 2024, at 2:00 pm at 2223 E. Foothill Blvd. Representative Chu will be in attendance.

This looks like a great project and I hope this spreads to other CA community colleges. In the 2020 Census, I believe I recall that Pasadena had the largest number of group foster care homes of all cities in LA County other than the City of LA, so this is much needed. Much MORE needed, however, are quality adoptive homes for kids so they don’t grow up and out of the foster system without permanent parents who can help them get through college and stick by them throughout young adulthood.
